September 2002 treffen sich annähernd 140 Abgeordnete der Parlamente rund um die Ostsee zur 11. Ostseeparlamenta- rierkonferenz. Am Morgen des 30. September 2002 beginnt dann die eigentli- che Arbeit der Baltic Sea Parliamentary Conference – BSPC. Tagungsort ist diesmal Sankt Petersburg. Themenbereiche sind Fragen der grenzüberschreitenden Zusammenarbeit, maritime Sicherheit, Umweltschutz und Meeresverschmutzung und die be- sondere Situation im Kaliningrader Gebiet im Kontext der EU-Erweiterung. Zum Thema „Maritime Sicherheit“ war auf der 10. Ostseeparlamentarierkonfe- renz in Greifswald im September 2001 beschlossen worden, eine internationa- le Arbeitsgruppe einzurichten. Diese Arbeitsgruppe hat einen ausführlichen Bericht vorgelegt. Die Delegation des Schleswig-Holsteinischen Landtages wird geleitet von Landtagspräsident Heinz-Werner Arens. Ihr gehören außerdem die Abgeord- neten Joachim Behm (FDP), Rolf Fischer (SPD) und Anke Spoorendonk (SSW) an. Das Programm der 11.
